Can foreigners buy on Saadiyat Island?

Yes. Saadiyat Island is one of Abu Dhabi's designated investment zones, where non-UAE nationals can own property on a freehold basis. Other designated areas include Al Reem Island, Yas Island, Al Raha Beach, Al Maryah Island, Masdar City and Al Reef. Outside these zones, foreign ownership is far more limited, which is part of why Saadiyat is attractive to overseas buyers.

Freehold means you own the villa outright, with the same ownership rights as any other freehold property in Abu Dhabi. You do not need to be a UAE resident to buy, although you will need a valid passport and the paperwork your lawyer or the developer asks for.

How buying off-plan at Talay works

Talay is an off-plan development, which means you buy the villa before it is built and pay in stages as construction progresses. The sequence is straightforward.

  1. Register your interest. You receive the current price list, floor plans and availability for both collections.
  2. Choose your villa. Plot, orientation and outlook all affect the price, so this is where you settle on a specific villa.
  3. Reserve with the down payment. At Talay this is 5% of the price.
  4. Sign the Sale and Purchase Agreement with Aldar.
  5. Pay the instalments on the construction-linked schedule below. Payments for registered off-plan projects in Abu Dhabi are held in a regulated escrow account and released to the developer as construction milestones are met.
  6. Handover and title. On completion you pay the final balance, take the keys and register your title deed.

The Talay payment plan in dirhams

Talay follows a 50/50 plan: half the price is paid during construction and half on handover. The table shows each step as a percentage and, as an illustration, in dirhams on the AED 13.5 million starting price for a four bedroom villa. Your own figures will depend on the villa you choose.

Costs beyond the price

Budget for more than the purchase price. Typical additional costs for a purchase in Abu Dhabi include the following.

  • Registration fee. Quoted at around 2% of the purchase price. Who pays it can vary, so ask for the full cost breakdown before you reserve.
  • Mortgage costs, if you borrow. A mortgage registration fee of about 0.1% of the loan (with a small minimum and maximum), a valuation fee and a bank processing fee, commonly 0.5% to 1% of the loan.
  • Service charges. Owners pay an annual service charge for the upkeep of shared amenities, landscaping and security. It is set by the developer once the community is operational, so rates for Talay will be confirmed closer to handover.

These are indicative figures from published market guides, not a quote. Your lawyer or the developer can confirm exact amounts.

Mortgages for off-plan villas

Abu Dhabi's real estate regulator has introduced a framework that lets banks finance off-plan purchases before handover. Once a buyer has paid 50% of the purchase price, a participating bank can fund the remaining instalments. Aldar and ADCB completed the first mortgage under the new framework.

In practice, this means a financing route exists during the construction period rather than only at handover. Whether a particular villa and buyer qualify depends on the bank's own criteria, and overseas buyers may face a higher down payment and a lower maximum loan, so speak to the lender early.

Golden Visa and residency

Buying property can lead to a 10-year Golden Visa. Under the criteria published by the Abu Dhabi Residents Office, you need to own property with a total value of at least AED 2 million that has been purchased outside a mortgage. The visa covers your spouse and children.

For off-plan purchases, the requirement is a purchase agreement with an approved developer and evidence that at least AED 2 million has already been paid to the developer. On a villa at the AED 13.5 million starting price, the first three payments in the schedule above (the down payment plus March and September 2027) add up to 15%, which is about AED 2.03 million.

Immigration rules change, and each application is assessed individually. Treat this as general information and confirm the current requirements with the authorities or an immigration adviser before relying on it.
